We were under the impression, according to a previous post, that SourceGear Fortress would be capable of receiving emails and entering the email text as Items for bug tracking. Is this still on the to do list or is it now possible? If not when can we expect this functionality? Is there any other new ways to let our remote users easily add bug items?

There is a link provided for an External Add that can be either sent to users or posted on a website for users to access. First the admin needs to set the project to allow external adds by using the Fortress admin web page. Next, the admin can go to the Item Tracking tab in the web client, click on a project and find a link to the External Add displayed.
For submitting via email, I have a feature request open that I can add your "vote" to. We have email notifications where users are notified of changes via email, but it's not possible yet to submit items via email.

No. The external add doesn't rely on a license.
