Feature Request: Change Exclusive Lock on Checked-Out File

I'd like to request a feature to have the ability for a user to change a checked out file to and from exclusive lock. I'd also like the ability to (as an administrator) change another users checked out file to and from exclusive lock.

I've logged feature request 14068 for this functionality.

Currently, a user can undo the checkout, leaving any local changes, then checkout the file again, without an exclusive lock. The Vault Admin can undo a checkout on any file from the Vault Admin Web Client. This setting is in the Admin Web Client under Source Control Repositories->(Repository name)->UndoCheckout.
