Missing Project Admin tab in Item Tracking
I used to have the Project Admin tab appeared beside the Item Tab (under Dragnet). Now that i have upgraded to Fortress, i can't seems to locate this tab where i can add in Milestones & Categories. I must have missed out something.

Administrative functions are all done through the Vault Admin Web Client. If you are Vault Admin, you see all source code repository and project configuration. If you are a Project Admin you will see the configuration just for that project. You can create milestones and categories under Item Tracking Projects -> Categories and ->Milestones.
I'm not sure how the permissions are propagated from Dragnet to Fortress so you might log into the Vault Admin Web Client as Admin and check your permissions under Item Tracking Projects -> Project Name -> Project Access -> Users. In order to be a Project Admin a user needs Full Admin access to the project.

Now i see it. I need to scroll down the left panel. It was hidden after i click on the project name under Item Tracking Projects:
