Unable to connect to Remote Server

I followed all the knowledge base articles on here to verify everything. IIS is definitely installed as I have had this running now for the last year. ASP.net is installed. IIS is working for my other websites and there are no virus/firewalls enabled on the server. I still get the unable to connect to remote server. Now when I am working in Visual Studio 2005 this is the error message I receive:

An exception was encountered during the transaction. Exception: The Vault server could not be contacted to perform the operation. Your network connection to the server may have been interrupted. Please verify your network settings using the Options dialog under the Tools menu in the Vault GUI Client.Unable to connect to the remote serverA connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond 92.190.219.34:80 at VaultClientNetLib.VaultConnection.BeginTx(Int32 nRepID, VaultRequestItem[]& requests, String& strTxID, String comment)
at VaultClientOperationsLib.ClientInstance.Commit(ChangeSetItemColl givenItems, String strChangeSetComment, Boolean keepCheckedOut, Boolean removeLocalCopy, CommitType committype, VaultDateTime dateImport, Int32 nUserIDImport, Int64& nRevID, Int32[]& retBegEndTx)

Now My wan address is 98.190.219.34 instead of what is listed in that error message of 92.190.219.34. Now even running on the local server I am unable to get to the admin web GUI just using "localhost". What could be the problem and why does it have the wrong wan address?

So connecting to Vault worked before, then quit working? Did something change in your Vault or network configuration recently?

This address, 92.190.219.34 seems to belong to French Telecom. Does that seem familiar?

Are you using a proxy?
