Multiple Users Cannot Log In at the Same Time

I am running SOS 4.0.2
I have 6 user licenses.

Only one person at a time seems to be able to use the SOS Client. Anyone else who tries to log in after the first user gets the message "Loggin in..." perpetually. It never actually logs in. No matter how long we wait.

In the log file on the server it says this:

6/23/2004 9:58:46 AM - Connection accepted from 10.0.0.35:2653 on local address 10.0.0.3:8888, session id is 8.

But still the client just says "Logging in..."

If not, please enable debug logging and send me a copy of the log.txt file in the SOS Server directory.
