Assignee/resolver lists

Hi,

There is some inconsistent behaviour regarding the system admin user and the assignee/resolver lists.
In the web app. the system admin never seems to appear in the lists whereas in the VS plugin the system admin does appear.

Could the web app. be modified so the system admin also appears in those lists as well?
