Fortress Client 1.1.3 18336.msi 1721 Error

I can not get the client to install. All the other developers have been able to get the installation to work, but I can not to my dismay. The error is as follows:

Error 1721. There is a problem with this Windows Installer Package. A program required for this install to complete could not be run. Contact your support personnel or package vendor.

I have uninstalled and reinstalled. I have rebooted and reinstalled. No matter what I do I can not get past this error and I do not know the product well enough to resolve this on my own. Any idea?

Do you have the 2.0 .NET framework installed on your machine?

Go to %username%\local settings\temp and find the vault client install log. What are the last few lines there?

Are there any errors at the same time in your Event Viewer?
