Specific admin permissions set?

Is it possible to grant a Fortress user a limited admin permissions set? For example, pin/unpin, rollback, but not have other admin rights?

Pin/unpin and rollback do not need administrative permissions. A user does need RCA rights, which gives them full access to a folder for all source control operations.
