Can you upgrade a Web User account to a full account?

Were looking at adding a few more accounts to our current license structure. Currently, these accounts only need to be able to log/view bugs so we'd probably be picking up Web-Only licenses for them. My question is can we upgrade these to Full-Licenses if we end up finding it benefitial? And if so, would it just be the difference in license plans to upgrade ($599 - $239)?
