Assignee Combo Not Populated Correctly

The assignee combo box on the Add Item form does not appear to be populating correctly for new projects.

The only workaround we've found is to restart the web server process.

Steps to reproduce:

1. Add a new project to item tracking.
2. Go to "Project Access" for the new project.
3. Give the Global:Developer group Full Admin rights (or Modify rights)
4. Go to "Item Tracking", select the new project, then select "Add".

The only users that show up in the assignee combo box are the members of the Admins group.

Is there something else we should be doing to resolve this problem?

I tried to recreate this and am not having any luck yet. The only users that didn't show up for me were those who weren't a member of that group and had no access to the repository.

Could you show some screenshots?
Or show me exactly how your groups and users permissions are set up?
