We have tried several times to import our VSS repository, and have consistently had the labels not imported correctly. Some labels were imported at the topmost folder where there were applied in VSS, but none of the imported labels were applied recursively, so there were no files associated with the label. And many of the labels were not imported at all.
Last night, I tried importing a subset of our repository, and again, many of the labels were not imported. Of the 57 labels present in VSS, 27 labels were imported; of those 27, 6 were applied recursively, and the remaining 21 were empty.
We need our labels in order to move forward with Vault.

Have you checked out our KB articles on VSS imports?
Tips for a Successful VSS Import
Options for a VSS Import
Importing a solution or project that uses IDE Integration (I'm including this just in case you use IDE integration so that you are aware ahead of time)
Those have very valuable tips to ensure success.
Then, if it's still unsuccessful, send an email to support at sourcegear.com (attn: Beth) with a link to this thread and I can help you dig deeper into this or send you our debug import tool.
