Licensing question for non-developer

I have a question regarding licensing for Fortress. We have a small development team (5 people) so the 5 client version of Fortress would be perfect.

However, we need a way for our QA team to enter bugs / work items. Would each of these QA users need a full fortress license? They don't work in visual studio and currently submit bugs to us by entering them into a excel file.... a lightweight / web client would be ideal for these users.

any information would be helpful.
