'Failure' error when click Modify

'Failure' error when click Modify
When trying to modify one particular item, an error appears just saying 'Failure' and the item details are not shown.
What does the 'Failure' error mean and why can I not modify the item?
I have adequate permissions otherwise the Modify button would not be available I guess.

Each time I do it a new error appears in the log:

Yes, you should have permissions if you see modify. Something about your using information isn't coming back though.
Two things to check:
1) Have your user information checked and that you have access. Post screenshots showing that if you can.
2) Had the admin removed or changed any of the database options on the item tracking page?

When logged on as admin the error still appears. As I understand it the administrator has suitable rights to modify, etc.
On the item tracking page, no changes or removals have been made. The details appears correct on the Item details view.
By the way, the attachments to the item open with no problem.
Other items in the Project can be modified.

Bug
This is a bug, fairly easily reproducible.
The original user who was the Assignee, Resolver and Reporter no longer has rights to the project - 'No Access'. The user was also Inactive.
I made the user Active and gave Modify rights to the Project.
Now the Modify button works with any user with appropriate rights and I can change the item.

So far, the only way we've been able to make this happen is by deleting one of the necessary values from the database setup page. That page is where one could configure duration values, environment, etc., for the entire database. Can you either post or send me some screenshots showing the values on that page?
