Our Problem is that we need to work with both:
The developer also must be able to access the DB form the custerms Location and so the developer must use SOS when they are at the cutomers.
The devolpers are checking in before the exit, so there is no problem with allrady out checked Files.
Is there a solution to change the binding / switch between SOS and VSS ?

There isn't a real easy way. This will depend on how old of a version of VSS you are using and whether it's a web project or not.
You will first want to check this KB article here to see if you can use that solution: Binding a solution to both SOS and VSS
If you don't fit that scenario, then you'd have to unbind the project from one, change your settings in the IDE for who is providing source control, and perform a fresh open from source control to set new bindings.
That particular developer could SOS when internally too, though I'd recommend then using an internal IP address to get to the server when internal. It wouldn't use an additional license for him to use the same login from both locations.
