Has anyone ever been able to publish SOS through an ISA Server?

Yes.

I created a Protocol Definition for SourceOffsite, allowing inbound and outbound TCP access on port 8889. I then created a Server Publishing Rule linking the relevant external and internal IP addresses and using the protocol defined above.
