Multiple Vault instances and licensing

We have one Vault instance onsite. We have another Vault instance that is being used offsite at another location that will be brought back into our internal environment in August. What we need to understand is if we can use one license key across both instances if the number of users is kept within the limit of that one key. For example, we have a new 10 user license key that we only are using 2 users for the current instance. Can we apply that key to the instance that we'll be bringing over in August and add the remaining 8 users to that instance? If not, how what is the best way to integrate the code from that instance into our current Vault database?
