Hey,
Around 80% of our developers use Borland C++ Builder.
We currently use VssConneXion to access source safe through the Borland environment.
We just hit a snag. Trying to use the Vault SCCAPI through SourceConneXion dies with an ref not set to instance of an object error.
Have you guys tested SourceConneXion? Is it something that might be supported in the future?
Final snag.. VssConneXion/SourceConneXion

We can try to help you figure out what is happening with Borland's IDE. However, this may not go anywhere as currently, the only officially supported IDE is Microsoft VS.Net.
You didn't specify at what point you see the error message, so it is hard to say what the problem may be. If the Borland IDE process allows loading of the 1.1 .Net CLR, you may be able to gain some more information by enabling client side logging - http://support.sourcegear.com/viewtopic.php?t=2898.
In regards for TestTrack, do they support any external updates via web interface? If so, you might be able to configure the Vault server, assuming the TT interface is similar in structure to the integration component for FogBugz.
