Just a suggestion, but, on the Projects screen (accessed through Server Home -> Projects), when a user does not have access to Administer the project, the delete button shouldn't appear to the user similar to the way that the modify button is hidden.
Security eventually errors out when a user doesn't have access + clicks the option to confirm the delete, but would make the application more intuitive if the option behavior was consistent.
Additionally, I'd suggest that the default security for users in the Development group (auto-created by Dragnet at project creation time) should explicitly deny Administer access to the project for that group.
Just a thought...

How to prevent delete of projects?

The delete button shouldn't be on the projects page for non-admin users. That is a bug.
By default the Developer group has only Read/Write access to the project. Users in the Developer group do not have Admin access, but they aren't isn't specifically denied access.
I will log that as a feature request.
Thanks for the report.
