License Problem

We've just upgraded to version 3 of Vault. After re-adding the licenses, we are getting the "You have more active users than valid licenses." error. We have 6 licenses and only 5 active users. Strangely, it will intermittently let someone log-in, but not very often. Are we missing something?

FYI, we rebooted the IIS server and the problem went away...
